INFRASTRUCTURE
This is a ticking time bomb. Roads/bridges, electrical generation
systems/distribution, water and gas storage/distribution, etc., etc.,-
--almost all are in need of major renovation, replacement, or
upgrading. Most of these systems were installed during the
Soviet times and thus are not of the highest construction
specifications; they are nearing or past their expected lives. This
is a financial black hole that is getting trickle fed. Siberia has
been lowered in priority as attention must be paid to problems
closer to fortress Moscow. But, like the programs mentioned
above, the primary beneficiaries of such spending would be the
poor, so infrastructure is not important in the budget.
